North Atlantic Crossing, World War ll, Buckle Award Design Medals "sample"

Description

The buckle is a first edition, marked Sample on the back.   I believe salesman used these so marked to show stores the buckles as a sales tool.  I would also suspect that they are more rare than the actually numbered editions so I'm told by other collectors.
